What is the PCAC?
The Pharmacy Compounding Advisory Committee is an FDA advisory body that reviews bulk drug substances nominated for use in compounded preparations under Section 503A and Section 503B of the Federal Food, Drug, and Cosmetic Act. The committee is composed of pharmacists, physicians, scientists, and consumer representatives who evaluate the clinical need for, and safety of, substances that are not commercially available as FDA-approved finished drugs. The committee meets periodically and its recommendations inform, but do not bind, FDA regulatory decisions.
What is being voted on?
Following the April 23, 2026 FDA reclassification that removed several peptides from the Section 503A bulk drug substances list, the PCAC has scheduled a re-evaluation meeting for July 23-24, 2026. The review focuses on nominations submitted for BPC-157, TB-500 (Thymosin Beta-4), and CJC-1295, among other compounds. The committee will assess whether sufficient clinical or safety data exist to support re-inclusion on the 503A list, which would permit licensed compounding pharmacies to prepare these substances for patient-specific prescriptions.
What does "non-binding" mean?
An advisory committee vote is a recommendation to the FDA, not a final agency decision. Per analysis from Foley & Lardner (May 2026), the PCAC vote informs the FDA Commissioner but does not itself change the legal status of any substance. After a committee recommendation, the FDA must undertake formal notice-and-comment rulemaking under the Administrative Procedure Act before any change to the 503A list becomes effective. That process typically takes 12 months or more from the date of committee recommendation. A favorable vote does not guarantee re-inclusion, and an unfavorable vote does not foreclose it.
What does this mean for users?
The outcome of the July 2026 PCAC meeting is uncertain. DoseVault will update the regulatory status badges for affected compounds as FDA decisions are published in the Federal Register.
